Antiga lei trabalhista ‘impedia a criação de novos empregos’, diz Temer
Presidente afirmou em evento do Sebrae que governo propôs ‘modernização’ da CLT para estimular empreendedorismo. Sem mencionar alterações na Previdência, ele comentou resistência às reformas.
Cinco dias após as mudanças na legislação trabalhista entrarem em vigor, o presidente Michel Temer elogiou nesta quinta-feira (16) as alterações na Consolidação das Leis Trabalhistas (CLT) e afirmou, em um evento de empreendedorismo, que as antigas regras impediam a criação de novos empregos.
Temer participou na manhã desta quinta da abertura da Semana Global de Empreendedorismo do Sebrae, na sede da entidade, em Brasília. A iniciativa acontece anualmente em, ao menos, 150 países.
O ministro da Secretaria de Governo, Antonio Imbassahy, e o governador do Distrito Federal, Rodrigo Rollemberg, também prestigiaram o evento do Sebrae.
“Quando fizemos a modernização das leis trabalhistas, foi para atingir todo o empreendedorismo, porque a lei trabalhista estava colocada de uma maneira que impedia a criação de novos empregos. Basta mencionar, por exemplo, o trabalho intermitente, que era um trabalho informal e que hoje formalizado está. A pessoa terá a carteira assinada”, declarou o presidente da República ao discursar no evento do Sebrae.
“São medidas pensadas no passado, mas, porque ousadas eram, ninguém levou adiante. Nós ousamos, levamos adiante”, complementou.
Reformas
Ao contextualizar no discurso a entrada em vigor das novas leis trabalhistas, Michel Temer ressaltou que o governo, geralmente, enfrenta resistências para conduzir reformas estruturais.
Ele, no entanto, não mencionou as dificuldades que o Palácio do Planalto tem encontrado para levar adiante a reforma da Previdência, com ameaças de partidos da base aliada de que só votarão a favor do governo se o presidente promover uma reforma ministerial.
Para ilustrar as dificuldades das reformas, Temer preferiu usar como exemplo as mudanças promovidas recentemente no currículo do ensino médio. Ele também preferiu fazer uma analogia com a realização de uma reforma em casa.
“Agora, como toda e qualquer reforma, é claro que ela gera controvérsias, ela gera, muitas vezes, resistência, é natural”, disse Temer em outro trecho do discurso.
“Até se estivermos reformando a nossa casa, os primeiros momentos, serão momentos de transtorno, é a poeira, é o cimento. Mas, com a reforma feita, a casa se transforma em uma coisa extremamente saudável, agradável. E é o que está acontecendo com o nosso país. Não tem uma reforma que proponha, que o governo proponha, que não haja inauguralmente uma certa resistência. Só depois, com a reforma feita, as pessoas aplaudem e comemoraram”, acrescentou o presidente, sem se referir diretamente à reforma da Previdência.
Críticas ao Refis
Antes de Temer discursar no evento, o presidente do Sebrae, Afif Domingos, sugeriu que o presidente da República apoiasse a aprovação de um projeto de lei para beneficiar os chamados bons pagadores, por meio de um cadastro positivo, para que tenham acesso a mais crédito e redução a taxa de juros.
“O senhor sabe como ninguém lidar com o Congresso Nacional. […] A maioria [das empresas] faz o pagamento em dia e não tem nenhum incentivo. Devemos estimular, e não desestimular com uma série de refinanciamentos”, ponderou Afif, dirigindo-se ao peemedebista.
O presidente do Sebrae ressaltou que a proposta está sendo negociada com a frente parlamentar do microempreendedor na Câmara e deve ser incluída em uma lei complementar que já tramita no Congresso.
Ao discursar, Temer respondeu à proposta de Afif e disse que vai apoiar a criação deste cadastro positivo. Ao justificar o motivo de encampar a ideia, ele disse que não são poucas as vezes que, por conta de repetição de refinanciamentos, os chamados Refis, os empresários deixam de pagar os impostos em dia.
Por meio do programa Refis, pessoas físicas e jurídicas podem renegociar, com uma série de incentivos, as dívidas tributárias com a União.
“Precisamos esperar uma espécia de prêmio, de benesse, para aqueles bons pagadores. Quero dizer que vou apoiar esse projeto”, enfatizou.
